Bylaws of the
Libertarian Party of Bibb County
As Adopted Thursday,
October 5, 2000
Article I -- Principles and
Objectives
As members of the
Libertarian Party of Georgia (LPGa), we the members of the Libertarian Party of
Bibb County support the principles and objectives of the LPGa, as
declared in the bylaws of the LPGa.
Article II -- Membership
A. Requirements
Membership in the Libertarian
Party of Bibb County shall be open to any individual who:
1. subscribes to the principles and objectives of the Libertarian
Party; and
2. is a member of the LPGa or of the national Libertarian Party
living in Bibb County; or pays such dues as may be set by the Executive
Committee.
B. Dues
Dues of the Libertarian Party
of Bibb County shall be set by the Executive Committee of the
Libertarian Party of Bibb County.
Article III -- Meetings
A. The Libertarian Party of Bibb County shall have a minimum of
one business meeting per year, occurring after January 1 and prior to the
Annual Convention of the LPGa.
B. The Libertarian Party of Bibb County shall have an Annual
Convention prior to the Annual Convention of the LPGa to elect a county
delegate (or delegates) to the LPGa Convention. Delegates shall meet the qualifications as defined by the bylaws of
the LPGa.
C. Special meetings may be convened on sufficient notice to all
Libertarian Party of Bibb County members.
Article IV -- Officers
A. Titles
The titles of the Libertarian
Party of Bibb County officers shall be: Chairman, Vice Chairman,
Secretary and Treasurer.
B. Duties
1. Chairman: The Chairman
shall preside at all meetings of the Libertarian Party of Bibb County
and shall perform such duties as usually pertain to the office of Chairman.
2. Vice Chairman: The Vice
Chairman shall perform the duties of the Chairman in the event of the latter's
absence or resignation.
3. Secretary: The Secretary shall keep an accurate record of all
meetings of the Libertarian Party of Bibb County and of the Executive
Committee. At such meeting the
secretary shall present the minutes of the previous meeting for approval. In all roll call votes the Secretary shall
call the roll of registered members and shall keep an accurate tally of such
votes.
4. Treasurer: The Treasurer shall receive and give receipts for all
funds paid to the Libertarian Party of Bibb County and shall deposit
same in such banks as shall be designated by the Libertarian Party of Bibb
County Executive Committee. The
Treasurer shall report at each meeting of the Libertarian Party of Bibb
County or at any other time as may be required by the Executive Committee. Funds shall be expended only in accordance
with regulations established by the Executive Committee.
C. Nominations
1. Nominations of all Officers elected by the Libertarian Party of Bibb
County shall be from the floor during a business meeting of the Libertarian
Party of Bibb County or of the Executive Committee.
2. Nominations for officers will be accepted at any business meeting,
up to and including the meeting at which officers are to be elected. Nominations will be accepted in person from
the floor of the meeting, or in writing if received within the above time
frame. All nominations are contingent
upon the agreement of the nominee, either orally or in writing.
3. Nominations for Officers must be proposed by any two members of
the Libertarian Party of Bibb County, either of which may be the
nominee.
4. "None of the Above" shall be automatically considered a
candidate on any ballot for Officer elections.
In the event that "None of the Above" receives the most votes,
the election will be declared void and nominations will be re-opened for a new
election.
D. re to attend more than two Executive Committee meetings without
prior notice may result in removal from office in a manner prescribed by the
Executive Committee.
E. All meetings of the Executive Committee shall be open for
observation to all members of the Libertarian Party of Bibb County.
F. The Executive Committee shall have at least one business meeting
per year.
Article VI -- Voting
Procedures
A. Quorum
At all business meetings a
quorum shall consist of at least 5 members of Libertarian Party of Bibb
County, unless otherwise conflicting with the bylaws of the LPGa. At all Executive Committee meetings, a
quorum shall consist of at least half of the Executive Committe members.
B. Voting
At all Libertarian Party of Bibb
County meetings, votes by mail, or votes by other means, a motion shall be
passed on the affirmative vote of 50% of the voting members, plus one
additional affirmative vote.
Article VII -- Amendment and
Repeal Procedures
A. Proposed amendments to, or repeal of, any of these bylaws, if
approved by the Executive Committee, shall be entered on the agenda of the next
Libertarian Party of Bibb County meeting.
B. Any member may propose any amendment, or repeal of any section, at
any business meeting of the Libertarian Party of Bibb County if such
amendment or repeal proposal is presented in writing to the Secretary before
the meeting and if such proposal is requested by three members.
C. In either case, the proposed amendment or repeal shall be
automatically tabled until the following business meeting of the Libertarian
Party of Bibb County, where it shall be presented for a vote. In the interim, the Secretary shall make
available the text of said changes, in writing, to each member of the
Libertarian Party of Bibb County.
D. In any amendment or repeal vote, a two-thirds majority of those
members voting shall be necessary for adoption.
E. If required by law, these bylaws or any amendment to these bylaws
shall be filed with the appropriate government agency.
Article XIII -- Vacancy and
Succession
In the event of the vacancy
of an elected office, the Executive Committee may select a Libertarian Party of
Bibb County member to fill such vacancy until the next regular election
of that Officer position.
Article IX -- Parliamentary
Authority
Robert's Rules of Order (latest
edition) is the only parliamentary authority for all matters of procedure not
specifically covered in these bylaws.
